I'm getting a Windows error dialog that says "The dynamic link library win32.dll could not be found in the specified path." What is the win32.dll file's purpose?

The win32.dll module is the 32-bit API for Windows and allows for the use of 32-bit code and applications in non-native 32-bit systems.
